Has Spending Adjusted as Enrollment Has Declined?

Over the past decade, Neptune Township School District has experienced a significant decline in student enrollment. At the same time, the district’s operating expenditures and cost per pupil have increased.

According to the District's own 2025 Annual Comprehensive Financial Report, Schedule J-17, enrollment declined from 4,286 students in 2016 to 3,384 in 2025 — a decline of 21%. During the same period, reported operating expenditures increased from approximately $86.3 million to $109.4 million.

The Numbers Raise Important Questions

Some increase in spending over a nine-year period is to be expected because of inflation, salaries, health insurance, transportation and other rising costs. In fact, the district itself identifies recurring increases in salaries and health insurance as financial pressures.

But a 21% decline in enrollment should still cause us to ask:

  1. Has the District's overall cost structure adjusted sufficiently to the decline in the number of students it serves?

  2. Why did operating expenditures increase by approximately 27% while enrollment declined by 21%?

  3. Which costs have increased the most, and why?

  4. Have staffing, administration, and facilities been appropriately adjusted to reflect today's enrollment?

  5. Are there opportunities to reduce overhead and redirect more resources toward classroom instruction and student achievement?

Efficiency Isn't Simply About Spending Less

The goal should not be arbitrary budget cuts.

The goal should be to make certain that every dollar is being used as effectively as possible to educate Neptune's children.

With fewer students, substantial unused building capacity, and increasing costs, the Board should continually examine whether the District's staffing, facilities and expenditures are appropriately aligned with today's student population.

Strong schools and responsible spending are not competing priorities. Greater efficiency can mean more resources available for the classroom.
